Since 22nd Feb,2005 , Defence Housing Islamabad has become an authority. This welfare scheme has been contributing a lot in housing sector at national level. Besides it is a project which encompasses the interest of every category all over Pakistan and overseas also.

The scheme at the moment is spread over an area of about 1,46,059 Kanals approx and has the potential to expand further. So far the scheme has five Phases i.e DHA Phase I along River Soan, DHA Phase I Extn, DHA Phase II along with Kahuta Triangle, Phase II Extention (Commoners Town) with Overseas sector situated in north and Phase III. Phase I and II at the moment are spread over an area of about 75559 kanals with approx 31,240 members with a tremendous potential to expand in future. Phase I and II are not contiguous and are approximately 3 KMs apart and will be connected through Flyover. Similarly, Flyover will be constructed to connect Phase I & III, Phase I & I extn, Phase II and Phase II extn. Phase I and phase I extn will be joined through a cable stayed bridge. Design is inspired by the cable stayed bridge in France.

Four higher education schools / colleges are planned while each one would cater for university level. Construction work of institute for special children's education has started and is in full swing.

Foreign companies/investors are interested to invest in DHAI because of the high market value of DHAI. They are interested because of the living style, services and facilities of International standard provided to the members of DHAI. The ideas and features introduced in DHAI are rarely considered in other housing societies of Pakistan.

LCCHS (Lahore Cantt Cooperative Housing Society) was establish on 19 March 1975 with the Registrar Coop Punjab. The business of the Society was carried out through a Management Committee (MC) consisting of 11-15 members. During 1989, in the general meeting of the members a byelaw, authorizing serving army officers to cast vote through postal ballot for electing MC members and making policy decisions was passed. This did not suit to some members due to their vested interests. Therefore they challenged the decision in the High Court. In 1991 High Court suspected the MC and instructed all the power of MC to Commander Lahore Corps. In order to improve the efficiency of LCCHS, the Society was converted into Defence Housing Authority on 2 Jul 1999. first through a Provincial Ordinance and finally through Federal DHA Order of 19 September 2002.

This project is on a hill known as Koh–e-Batal and it has 7 km (L) x 2.5 km (W) x 280 feet (H). Its east, west & south sides have sea and at north is Gwadar town. Due to sea on its three sides no dust could reach here. It is quite and calm area far away from any disturbances. DCO Gwadar is the Project Director, who was in power to give the provisional allotment. A Consultant group is also hired. All contracts for the development of project is awarded to a firm M/S SECO based at Karachi. At initial stage 1st phase of the project took place with the cooperation of Muslim Commercial Bank Gwadar Branch. There were plots having size of 400 sq/yd, 600 sq/yd and 1000 sq/yd residential soon project got famous and it attracts people all over Pakistan. Most of the locals sold out their plots to non-locals and due to lack of interest of locals many peoples all over Pakistan got allotment and get possession order from DCO after payment of all dues. But even then till 2000 this project was not so famous like other Housing projects in Pakistan's urban areas. The people only got allotment of plots due to its beautiful sea view and speedily development work at there. Almost all development work in Phase-I was completed up till 1997. Thereafter, many people requested for allotment and showed their interest at here, keeping in view of public demand Phase-II, Phase-III and Phase-IV were announced.

Development

DCO is the project Director of that project; he hired a Consultant Group, who helps him with the planning and other related work. The office of the C.G is located in Karachi. May be it will be shifted to Gwadar when proper transfer procedure tooks place. Their Representative is also present at Gwadar.

General Information

Presently in Sanghar there are about 4000 residential and commercial plots. It is divide into four phases. If you see the map below, you will find at top street numbers. Street A to D is commercial Phase. At here 1000 sq/yd, and in Acres commercial plots have been allotted. The Plot for Resorts having size of 2 Acre is also allotted at south view. D to F is Phase-III-B Residential .E to H is Phase-III residential and space at here is provide for commercial plot, Mosque, Park, boys and Girls school. H to K is Phase-II Residential. At here 600 sq/yd and 100 sq/yd residential and Space for Park. Some provision of commercial plot is made at North view. K to T all is Phase-I. Here 400 sq/yd, 600 sq/yd and 1000 sq/yd residential plot are allotted. At here there is provision of 1000-sq/yd commercial plots, Hospital, Sports, Park, Ground Boys and Girls College.

The Authority came into existence through Presidential Order No.7 of 1980 and was later approved by the National Assembly of Pakistan. The Authority is spread over 8852 acres and provides civic facilities to millions of residents. The efforts to develop DHA have been fruitful, signified by growth oriented high class living values.[citation needed] The housing projects are planned to cover every aspect of healthy living and contain beautiful parks, excellent educational institutions and modern clubs. The organizational matters are well attended by Secretary, Chief Engineer, Directors and a committed and dedicated work force to ensure smooth running of the organization. The functioning of the Authority is vested in the two bodies, namely the Governing body headed by Secretary Ministry of Defence and Executive Board Headed by the Corps Commander Posted at Karachi. The Executive Board exercises all administrative, executive and financial powers and does all acts and things which may be exercised or done by the Authority. The Administrator is the Executive Head of the Authority and exercises all executive powers, delegation or otherwise, in accordance with the policy laid down by the Governing Body and the directions or decisions of the Executive Board. Despite its tall claims, the fact of the matter is that it has failed to develop Phase 8 in last three decades and has mostly used this phase for fleecing money from the investors and residents.
